missing clouds.yaml in ~/.config/bibigrid/ produces no regular output by bibigrid

If the clouds.yaml can not be located, then bibigrid exists without a Warning message, essentially producing no output at all, even if -v is given, as the corresponding error messages have now a DEBUG log level.
