Slurm configuration seems to be broken, when using Ubuntu 22.04 as base image.

Previously we run slurm-20.xx on all supported OS's (Ubuntu 18.04, Ubuntu 20.04, Debian 10 and Debian 11). Ubuntu 22.04 comes with a newer version (Slurm-21.x) which seems to be incompatible with the delivered slurm configuration.

• Fix slurm configuration to be compatible with slurm version 21.X
• Build slurm version 21.X for supported operating systems (Ubuntu 20.04 and 22.04 and Debian 11)
