Fix empty output for skipped genome IDs

For those genome IDs where len(response.content) is zero, the output is not written to file, since there is nothing to be written. While this makes sense, the issue lies elsewhere.
The issue is as follows:
- Genome IDs are float
- Those genome IDs that are skipped end with a zero (E.g,. 573.19280)
- Python ignores trailing zeros for floating point numbers.
- The request for the genome ID is passed without the trailing zero. (E.g., 573.1928 instead of 573.19280)
The solution is to ensure that the entire genome ID is passed intact.
