Deleted redundant IDE-specific files for cleaner repository maintenance. Refactored `ipaacar_com.py` and `ipaacar_iu_handler.py` to enhance callback handling, streamline MQTT usage, and improve type annotations. Updated version in `setup.py` to reflect code changes.

The code is refactored in the ipaacar_com_service/communications/ipaacar_com.py file to improve readability and container management. Implementations for registering callbacks are cleaned up. Furthermore, introduced the IpaacarConnectionExtension in ipaacar_com_service/extensions/ipaacar_connection.py which allows to connect to an external MQTT broker and listen to one topic.

changed unregister callback to unregister not all callbacks of a topic but only delete one callback from that topic.
