    Implement new NLG logic and module configurations update · fc3ad034

    The code introduces multiple changes to the Natural Language Generation(NLG) logic. Besides, several module configuration files in have been updated. A systematic method has been introduced to select the best NLG producer, and the observer requirements have been expanded. Corrections have been made to spellings in 'observer' word from the 'oberserver'. The `greet_issue.py` has also been updated to use the new NLG logic.
